COATZACOALCOS-
‐VILLAHERMOSA
THIS PROJECT IS ONE OF THE FIRST OF A NEW GENERATION OF PPPS DESIGNED TO PROMOTE THE DEVELOPMENT OF ROAD INFRASTRUCTURES IN MEXICO.
In 2016, in partnership with the Hycsa Group, Mota‐Engil México won the tender for the maintenance of the Coatzacoalcos‐Villahermosa road, for a period of ten years, starting in December 2017. The contract provided for an initial renovation phase, over two years, and
a maintenance and operation phase, currently ongoing.
This road has a length of more than
130 km and has an average daily annual traffic of more than 30 thousand vehicles, being an important connection point between the states of Veracruz and Tabasco. The work consists of
a brownfield project divided into 11 segments with 15 different standards
with regard to surfacing, slopes, structures, drainage works, road signs and barriers, among others. For this reason, analyses were performed with high‐performance equipment to examine the characteristics of the existing surfaces, verifying the load capacity, regularity
and surface aspect, with the objective of defining the initial renovation solutions and the intervention programme during the entire contract period.
This way, for the cross drainage, the entire system has been adapted to the possibility of strong rainfall flows, as well as to meteorological phenomena such as the hurricanes in the Gulf of Mexico, which are increasingly frequent in this region.
Coatzacoalcos‐Villahermosa will thus have better safety conditions, reducing the vehicles’ operating costs and
travel time.
In order to finance the project, a debt issue was made for a total of 1.95 billion pesos (88 million euros), with an AAA credit rating, the highest rating reflecting the issuer’s payment security and the minimum credit risk. This way, the project became the first road to apply the bond issue financing structure.
The Coatzacoalcos‐Villahermosa project is one of the first of a new generation of PPPs designed to promote the development of road infrastructure in Mexico.
